Due to the recent upgrade of the Shopify API, there was a case that paid conversion did not work when a product was saved without being converted to a product if you are using the paid option. We have released a fix for this bug on 7/10/10 at 10:10.
If you have added paid options or created new rules since around July 1, there may be cases where the rules are not working.
